Board approves MOU with Waterloo to explore land swap for county roads facility relocation

The Black Hawk County Board of Supervisors on July 21 approved a memorandum of understanding with the City of Waterloo to evaluate exchanging property so the county can relocate its Longfellow roads facility.
County engineer Kathy Nicholas told supervisors the Longfellow facility includes buildings dating to 1959 and has inadequate mechanics bays and constrained capacity. "We have been planning and budgeting to replace our Longfellow maintenance facility," she said, adding the county plans to use local option sales tax funds for capital improvements.
Noah Anderson, the city planning official invited to the meeting, described potential replacement parcels in the Waterloo Air and Rail Park area, saying some parcels "can go up to 15 acres" with utilities and road systems in place that could suit a larger county facility. Anderson said the MOU lets the county phase a move and that the city would explore residential infill at the Longfellow site if a swap proceeds.
Supervisors voted to approve the MOU. Nicholas said staff will proceed to finalize a development agreement and begin design and cost estimating; she also said the county expects to issue an RFP for architectural services within roughly 30 to 60 days.
