"I don't think this is adequate notification," Mary O'Farrell told the council, saying she found a small sandwich‑board sign lying on the roadside and later stood it up to photograph it for the record. She said the legal notice printed in the Everett Herald was illegible even when enlarged and that the site plan on the city's website was too small to read; she brought copies and photographs for the council.
O'Farrell also urged the city to enroll in the Snohomish County LIDAR tree canopy survey to monitor canopy loss, noting that nearby Marysville is participating in the survey. She said she brought extra copies of the public notice to leave for council members.
The presiding officer thanked O'Farrell for her comments; no formal council action on the project was taken at the meeting. The comment deadline and the resident's request for clearer, more legible public notice were recorded as part of the public comment record.
