Fulshear council approves downtown drainage contract, wastewater expansion, budget amendment and utility easements

The council voted Nov. 18 to approve a downtown East Side drainage construction agreement, authorized a $23.77 million expansion contract for the Cross Creek wastewater plant, adopted an FY2026 budget amendment for meters and park work, and accepted conveyance of water and sewer easements from a park improvement district.
At its Nov. 18 meeting the Fulshear City Council approved several items the city said are intended to improve water infrastructure, expand wastewater capacity and close out existing projects.
The council approved agreement No. 2025-067 for the Downtown East Side Drainage Improvements (4th Street) project, which staff said will reconstruct street and storm-sewer facilities and add sidewalk and parking. Staff reported six responsive bids on Oct. 28; council discussion focused on tie-in points, drainage routing to an east-side tributary and why bids differed from earlier budget estimates. The motion was made, seconded and the council voted to approve the agreement.
Council also approved agreement No. 2025-040, a competitive sealed-proposal construction contract with Wharton Smith Incorporated for a 1.0 million-gallon-per-day expansion at the Cross Creek Ranch Wastewater Reclamation Facility. Staff said a value-engineering process with the design engineer and contractor reduced the original $27 million estimate to a negotiated construction value of $23,772,675; the city expects roughly a two-year construction timeline. Staff described specific reductions (consolidating headworks, removing an alternate clarifier and splitter box) that produced multi-million-dollar savings during negotiations.
The council adopted ordinance No. 2025-1513, a budget amendment moving remaining FY2025 Primrose Park funds to FY2026 for shade structures and adding funds to complete the meter-swap program. Council members asked about the park shade structures and the source of the carryover funds; staff confirmed the shade structures will be reinserted in the project scope.
Separately, the council accepted conveyance of water and sanitary sewer easements from the Texas Heritage Parkway Improvement District to enable additional interconnects and relieve the district from backflow-device expenses. Staff said the easements run along the roadways near the library parcel and will improve north–south interconnectivity between trunk lines.
On a governance item the council declined to nominate or submit a ballot for the Fort Bend Central Appraisal District board at this time; no nominee was put forward. The council also approved a routine consent agenda (items a–n) earlier in the meeting.
No dissenting vote tallies were recorded in the public minutes excerpt; each motion was announced as passed after the oral vote.
