Staff (S14) told commissioners that planning staff had recommended a minimum 10-foot landscaped buffer with trees to screen the building from homes and requested architectural elements that reference the Fulshear Junction rail theme for compatibility with the downtown district. "We would codify in the ordinance ... that there be a minimum 10-foot buffer with landscaping and fencing, including trees of 4-inch diameter, to try to get some of that mature tree in there," staff said; the transcript language was corrected in this report to refer to 4-inch caliper trees, the standard arboricultural measure for new street trees.
Commissioners raised questions about the visual impact of service equipment on the building backside, security lighting and compliance with the city's dark-skies rules; staff and the applicant discussed options for screening, privacy fencing and fixtures to minimize light bleed. The applicant/representative (S9) said the developer plans to construct the convenience store before nearby homes are occupied, and to include a bakery/deli component, bike racks and picnic-style seating to encourage walkability.
Commissioner (S15) moved to recommend approval with the stated conditions, including an 8-foot masonry wall and pedestrian connection; the clerk announced the motion carried.
