Staff (S14) told the commission the site already hosts a smaller antenna used for meter reads and that part of the applicant agreement is to allow the city to mount that antenna to the proposed 105-foot tower. "This site is our FM 1093 water plant site ... part of the agreement ... will include that they mount that antenna to their 105-foot monopole tower as well," staff said. Staff also described drainage that causes standing water on parts of the site; the applicant will grade the area as part of the project to mitigate those issues.
Commissioners asked about height, setback and carrier capacity; staff said the monopole would accommodate co-location for multiple carriers (three was mentioned). Staff also said when a tower is located on a city facility the lease agreement includes a dollar payment to the city.
Commissioner (S1) moved to recommend approval; the motion was seconded and the clerk announced the motion carries. The transcript records approval but does not include a full roll-call tally.
