Katy American grants territory, paving way for Fulshear Little League; commission advised no conflict if volunteers receive no compensation

The Parks & Recreation Commission heard that Katy American Little League granted territory that allows the creation of a Fulshear Little League, a step officials said was necessary to establish a full Little League organization serving young players in Fulshear.

The commission read guidance from the city attorney’s office about conflicts of interest under Local Government Code 171.004. The memo said a substantial interest that would require affidavit or abstention generally arises if a member owns the organization or receives compensation; it concluded that if a league is organized as a nonprofit and commission members receive no pay or ownership, a statutory conflict is unlikely.

Chair (S1) said the group needs "about 15 people" to form a committee and outlined next steps: complete nonprofit paperwork, finalize legal agreements for territory, post maps to show the area covered and recruit volunteers for roles such as district administrators, coaches and logistics leads. Commissioners emphasized the initiative should not undercut neighboring organizations: they repeatedly said they do not intend to harm Brazos or Katy American and urged parents to choose what’s best for their children.

Commissioners also discussed age ranges and participation: the initial target was 4-to-7-year-olds to build the league organically without pulling older players from existing organizations. Staff and members said they will share maps, finalize legal paperwork and schedule a community "all call" to recruit volunteers and volunteers for the steering committee.
