Eagle Landing rentals booked but commissioners flag field safety and ADA access

Staff told the Parks & Recreation Commission that Eagle Landing Park’s rental calendar was almost immediately reserved. "It was fully reserved, by 3 different entities," a staff member (S9) reported, listing HTX and Fulshear Sports Steward among the groups.
Commissioners welcomed the demand but pressed staff on field conditions and maintenance. Several speakers said portions of the new turf are rutted and not yet grassed; one commissioner warned players could "roll your ankle" if play begins too early. Staff described ongoing rolling and fence installation, and recommended pausing heavy rentals until the turf takes root.
Members also raised an ADA-access concern for a route to the concession area that currently prompts people to walk through a ravine. Council liaison Richard Russell and commissioners proposed exploring a low-cost pedestrian bridge or engineered crossing — possibly a scout-built structure for a simple crossing or a contractor-designed feature if required — and asked staff to identify ownership and construction responsibilities with the developer transfer process.
On the park master plan, engineering staff said a 30% design is complete and a 90% design submittal is expected in late January to early February. If the schedule holds, staff estimated moving to construction bidding in late spring and targeting project completion in summer 2027. Commissioners asked for the 90% materials in January so they can review options before final design.
