Commission recommends SUP for two-home assisted-living center near downtown

Fulshear — The Planning and Zoning Commission recommended approval on Jan. 9 of a specific-use permit for a proposed assisted-living/memory-care facility on Dixon Road (listed as 7514/7415 Dixon Road; site on Hidden Trail).
Applicant Edwin Barramonte, a registered nurse with commercial real-estate experience, described plans for two residential-care homes with 16 residents each and a staffing model he said will include multiple daytime caregivers and reduced night staffing. ‘‘Our goal is to provide a dignified home environment for seniors affected by dementia,’’ Barramonte said.
Commissioners asked about staffing ratios, caregiver qualifications and emergency access. Planning staff said the project will proceed through the normal permitting review, including fire-marshal approval for fire lanes and turning radii; the applicant's architect described a preliminary landscaping and detention approach and said the design aims to meet code while preserving green, walkable spaces.
A motion to recommend approval of ordinance 2026-1522 (the SUP for an assisted-living center in the downtown district) passed by voice vote.
Details recorded in the hearing: Barramonte said each home will have about three daytime caregivers and two nighttime caregivers per building as an operational baseline; the applicant expects additional onsite staff (chef, administrative/managerial support). The commission noted that final permit approval will require demonstrated compliance with fire, building and drainage standards.
