Commission splits 111 Ocean Ave decision: approves green roof and rear work, continues stucco-to-wood siding request

The HDC on June 11 split an application for 111 Ocean Ave into two parts and approved the non-controversial elements — a green roof, rear stair, two new windows and door replacements — while continuing the request to replace the building’s stucco facade with wood siding.

Applicant representative Spencer Alexander argued the existing stucco was deteriorating in the salt-air environment and that wood siding would better protect the underlying structure. "Stucco in a salt environment is heavily deteriorated all the time... it creates efflorescence and... it's falling apart," Alexander said, asking the commission to allow a material change for longevity.

The preservation planner and several commissioners pushed back, citing the property's nomination paperwork and nominating papers that identify stucco as a character-defining material for that building. Commissioner Kelly Moran and others said the nomination describes stucco and that changing it would alter a defining feature; they declined to support changing the facade.

Given the division, the commission split the application: part 2 (green roof, rear stair, new windows and doors) was approved; part 1 (replacement of stucco with wood siding) was continued to the July 14 meeting for further study and an opportunity to produce additional documentation and alternatives.

Next steps: applicant may return with additional information, including possible compatible replacement options or evidence regarding long-term performance of stucco in salt-air conditions. The continued item will be heard on July 14.
