Public works update: phase 2 connections under notice; phase 3 bid awards and Route 28 impacts expected

Rich Waldo, director of Public Works (wastewater), briefed the board on sewer operations and multi‑phase expansion.
Waldo said phase 2 construction (Meeting House Pond area) has progressed to the point of operating a pump station and that the Board of Health issued a notice to connect in March 2026 giving property owners one year to complete hookups. He said much of the remaining work will occur on private property rather than in the public right of way and that informational and betterment meetings will follow once final construction tallies are available.
On phase 3, Waldo said the town secured State Revolving Fund (SRF) financing, went out to bid, received favorable bids and expects to begin construction later this September after a June pre‑construction meeting; he estimated the favorable bids could allow returning close to $10 million in borrowing authorization because of cost savings compared with prior estimates.
Waldo emphasized that phase 3 will involve work on Route 28 (from the Tonson Road intersection to Ares Lane area) and that the town will hold informational sessions for property owners and the public to discuss schedule, equipment and what to expect during construction.
