Orleans staff identifies inactive committees for possible sunsetting, recommends replacements for some

Staff presented a list of inactive or underused town committees and proposed sunsetting several while developing replacement structures; the board discussed retaining or pausing the Main Street Historic District Study Commission until it completes its report and suggested creating a Human Resources Advisory Board to replace the Personnel Advisory Board.
At the July 15 work session staff reviewed committees that have been inactive or have limited activity and proposed recommendations for sunsetting or replacement. Staff said the Long Range Capital Planning Committee has not met since November 2024 and recommended it for sunsetting while developing a better-suited capital committee structure. The Personnel Advisory Board currently has one member and staff proposed replacing it with a Human Resources Advisory Board that would focus on functional HR feedback rather than charter-driven functions.
Staff also noted the Post Sewer Hardscape Committee (last active May 2023) and a Zoning Bylaw Task Force (last met October 2024) as candidates for sunsetting or consolidation unless replacement plans are ready. On the Main Street Historic District Study Commission, commissioners and staff agreed to hold a final recommendation until the commission presents its final report: staff said the commission had a preliminary (final-status) report in March 2025 and needs to present next steps before the board acts on sunsetting.
On affordable housing, staff and board members recommended keeping both affordable-housing bodies intact rather than combining them; the board suggested appointing shared members to provide dual functions. Staff said any formal sunsetting would come with a replacement recommendation and supporting memo explaining the rationale and transition plan.
