Sherry Beddesher of the city's CDBG division told the council the activity qualifies as a public facility project under HUD rules and that the plan year 2025 budget includes $123,819 for community opportunity grants; the $3,799.89 award represents the final allocation of those funds and was reallocated from prior plan years that had unused amounts.
Scott Ferguson, CEO of Saint Vincent de Paul North Idaho, addressed the council during public comment and thanked members for considering the grant. He said the kitchen renovation will benefit roughly 310 women and children a year as they move from emergency shelter to transitional and permanent supportive housing, and called the funding an important investment in safety and self‑sufficiency.
Council moved and seconded the resolution; a roll call vote recorded council members voting in favor and the mayor announced the motion carried.
Beddesher listed prior awards in the plan year budget, including a $100,000 agreement with Heritage Place Apartments LLC to replace electrical panels, $20,020 to the Coeur d'Alene School District for McKinney‑Vento supports expansion, and a $20,000 award to Lake City Center (Meals on Wheels).
