At the July 15 work session staff presented a package of administrative and fiscal-policy recommendations and recommended forwarding most policies to the select board for final approval. The presenter summarized recommended administrative updates, renaming of some policies to reflect statutes, assignment of annual coordination tasks to town administration and finance staff, and updates to review cycles.
The staff presentation recommended advancing three headline policies—enterprise fund policy, debt policy and general operating reserve policy—along with a set of administrative policies (capital improvement and capital budget, municipal self-insurance fund, acceptance of equipment and tangible personal property, ambulance reserve and ambulance billing procedures) and returning two investment policies (E8 and E9) for a later, more detailed presentation. The presenter said the investment policies warrant a standalone presentation focused on fiduciary responsibilities.
Board members agreed to forward the recommended set of policies while removing language related to an immediate phase-out of enterprise-fund subsidies; the board reserved further discussion about subsidy reduction for the budget process. A motion to forward the packet for inclusion in the August 5 select board meeting materials was made, seconded and passed by voice vote; the meeting transcript records a voice vote of "aye" but does not provide a roll-call tally.
Staff said they will provide the packet as a clean copy and a redline with a memo summarizing the recommended changes; the packet will return to the select board for a final vote.
