City council approves $3,799.89 CDBG grant for Saint Vincent de Paul kitchen renovation

The Coeur d’Alene City Council approved resolution 26058 on July 21, 2026, authorizing a Community Development Block Grant award of $3,799.89 to Saint Vincent de Paul North Idaho to improve the kitchen at its women-and-children emergency transitional shelter.

Sherry Beddesher, who identified herself as representing the city’s CDBG division, told the council that the city’s plan-year 2025 allocation for community opportunity grants is $123,819 and that this award would be the final allocation from that line. She said eligible CDBG activities include rehabilitation and public facility improvements and that the proposed award would meet HUD’s national objective to benefit low- and moderate-income persons. Beddesher said the funds were reallocated from plan years 2022–2024 because some allocations were not fully utilized.

Scott Ferguson, chief executive officer of Saint Vincent de Paul North Idaho, had urged the council during public comment to approve the funding, saying the kitchen serves roughly 310 women and children per year and that the renovation would improve safety, accessibility and the facility’s ability to support residents moving from emergency shelter to permanent housing.

A council member moved to approve the resolution; the motion was seconded and carried by roll call. The council authorized staff to execute the grant funding agreement with Saint Vincent de Paul North Idaho.

The resolution was presented as a budgeted CDBG award; no additional city appropriation was requested during the meeting.
