Gladwin City Council adopts 2026–27 budget, sets general and public safety millage rates

Mayor Sarah Kile opened a public hearing on the proposed fiscal year 2026–2027 budget, saying the session was “for the 2026-2027 Fiscal Year Budget.” After no public questions, the council closed the hearing and advanced a resolution to adopt the budget.
Treasurer Angela Bigham told the council the budget “has been seen a couple times now and there have been no changes since the first reading” and noted that, per the city charter, adoption must occur before June 15. Council Member Caffrey offered the resolution and Council Member Platt supported it. A roll call vote recorded ayes from Caffrey, Crawford, Darlington, Esiline, Platt, Smith and Winarski; there were no nays and Council Member Gutierrez was absent. The resolution was declared adopted.
The adopted resolution sets the tax levies at 14.2166 mills for general operating purposes and 1.9630 mills for the public safety millage. The adopted budget package included line-item tables for the General Fund and several special funds (Major Street, Local Street, Municipal Street, Public Safety, Mosquito Control, Downtown Development Authority, Drug Law Enforcement, and School Resource Officer). The General Fund shown in the materials lists proposed expenditures of $3,133,096 and a proposed ending fund balance of $753,409 for 2026–2027; the materials also show revenues and proposed expenditures by category across funds.
Council approved related procedural motions earlier in the meeting, including approval of warrants covering May 19 through June 1, 2026, totaling $153,826.76 and payroll for May 27, 2026 totaling $41,161.72.
The resolution adopting the budget was certified by Marietta Andrist, City Clerk. The council did not take further budget amendments at the June 1 meeting; the materials note that the City Treasurer is authorized to make transfers between funds as required by the adopted budget and the City Administrator may transfer up to $5,000 between functions within the same fund without further council action.
