Planning Commission approves West Bench final plat and Wells Crossing extension; staff reports rising permit revenue

The Grantsville City Planning Commission on July 7 approved multiple routine land-use items and received departmental updates.

The Commission unanimously approved the Final Plat for the West Bench Subdivision at 169 North Taylor Road (R‑1‑21 zone). Planning and Zoning Administrator Shelby Moore explained the three‑lot minor subdivision is served by an existing private lane that predates the current code limit on private lanes; the Fire Department required Lots 102 and 103 to install water storage tanks and residential fire sprinkler systems until public water and hydrants are available. Commissioner John Montgomery moved to approve the plat with standard conditions; the motion passed unanimously.

The Commission also approved a six‑month plat extension for Wells Crossing Phase 7 because the project required additional floodplain review. The extension carries conditions that the applicant complete outstanding engineering and agency requirements and record the final plat on or before Jan. 17, 2027. Staff noted the applicant must satisfy approximately $282,685.51 in outstanding fees and obligations prior to final plat recording.

Administrative items: the Commission approved the June 16, 2026 minutes and received a Community Development update: Planning staff reported permit revenues increased from roughly $200,000 in an earlier year to about $1.2 million in the most recent fiscal year and that permit activity had grown from about 25–50 permits annually to approximately 135 permits.

Next steps: each approved plat will proceed to recording after conditions are met and any required permits or agency approvals are obtained.
