HRSD offers $9,000 for easement; West Point will advertise April public hearing

Town staff told the West Point Town Council that Hampton Roads Sanitation District (HRSD) is scheduling utility work and discovered no recorded easement for the work on Pamunkey Avenue and King William Avenue. Assistant Town Manager Steve Hudgins said HRSD offered the town $9,000 for an easement and presented an appraisal with comparables. Council member Jeff Cole asked, “How do we know if $9,000 is a fair market price?” Town Manager John B. Edwards Jr. and Hudgins said staff had seen the appraisal and the appraisal included the comparables and the method used to calculate the value.
Council reached consensus for staff to advertise a public hearing on the proposed sale of the easement at the April Town Council meeting. No final sale or conveyance occurred at the March meeting; the public hearing will allow comment before any decision.
If adopted after public comment, the sale would transfer an easement interest to HRSD for utility access; staff reported the appraisal and comparables were the basis for the $9,000 offer.
