The Grantsville Planning Commission on July 21 voted to recommend that the City Council adopt the 2026 APWA Utah manual of standard specifications and plans as the city’s official construction standards.
Planner Tayyun presented the recommendation and explained that APWA standards are widely used, free to adopt, and reduce the need for the city to create its own construction specifications. Staff said the manual can be amended with city-specific modifications—examples cited include changing sidewalk thickness or roadway widths where Grantsville desires a stricter standard.
Commissioners asked whether state-specific differences are incorporated; staff and Shelby explained the APWA Utah manual differentiates state practice and cities can adopt it with local amendments. Commissioners noted anticipated benefits for pavement design, materials updates and predictability for developers and contractors. A motion to recommend adoption to city council passed unanimously.
The commission will forward the recommendation to city council for final action; staff said council hearings and any city-specific amendments will follow the commission’s recommendation.
