Planning commission approves two conditional-use permits for horses and kennel

The Grantsville City Planning Commission on July 21 approved two conditional-use permits that will allow horses to be kept on residential properties and formalize a kennel area for one household.
Staff said a violation was issued April 29 after seven horses were observed at 947 East Durfee Street without the required conditional-use permit. Shelby, a community development staff member, told the commission the R-1-21 zoning requirements call for 10,000 square feet for the first large animal and 2,000 square feet for each additional large animal, plus a 100-foot setback from preexisting residential dwelling units for kennel permits. Shelby said the Durfee property has about 22,000 square feet and meets the setback and dedicated-area requirements staff reviews.
Applicant Lauren Trista Faber told the commission she rescues horses and sometimes temporarily keeps more than two animals while arranging transfers; she said she owns three dogs and occasionally fosters others. Commissioner John moved to approve the permit to allow up to seven horses and a kennel permit for up to four dogs at 947 East Durfee Street, subject to the conditions in the staff report; the motion carried after a second. Commissioners discussed a potential additional condition tied to repeated violations and emphasized that nuisance complaints could return the matter to the planning commission for review or denial.
On a separate agenda item, staff reported a violation was issued April 18 at 249 West Cowboy Drive for keeping one horse without the required permit. Shelby said the lot contains 10,037 square feet—sufficient under the code for one horse—and that staff received one public comment on that application. Commissioner Gary moved to approve the permit for Gabrielle Laura Castaneda to keep one horse at that address, subject to the conditions in the staff report; the motion passed.
Both approvals were recorded as subject to the conditions listed in staff reports and with the commission noting that future nuisance complaints or clear detrimental impacts could prompt revocation or denial if they cannot be mitigated.
The commission closed both items and moved on to other business.
