Walworth board places temporary moratorium on impact fees, denies new liquor license for Royal Cellar in 6–1 vote

At its June 8 meeting the Village of Walworth approved a temporary moratorium on development impact fee collection, approved routine licenses and payables, and rejected a new liquor license for the proposed Royal Cellar at 106 S. Main St. by a 6–1 roll-call vote.
The Village of Walworth trustees on June 8 voted to temporarily halt the collection of development impact fees and approved several administrative items, while denying a new liquor license for a proposed business on South Main Street.
Trustees approved Resolution 2026-09, which declares a temporary moratorium on collecting development impact fees, on a Hubertz/Ball motion that carried unanimously. Board members said the Village has been collecting impact fees but has not spent them as required and that the moratorium will allow the village to update its impact fee study (the last study dates to 1995) and avoid potential refund-plus-interest liabilities to builders. Clerk/Treasurer Kellie Thelen will solicit quotes for an updated impact fee study.
On alcohol licensing, the board approved routine renewals and temporary operator licenses but denied an application for a new Class A intoxicating liquor and Class C wine license for The Variety Room, LLC d/b/a Royal Cellar at 106 S. Main St. A motion to approve the new license (moved by Brooke Yunker, seconded by Merik Fell) failed on a roll call: Czaja – nay; Hovestol – nay; Ellerth – nay; Fell – nay; Ball – nay; Hubertz – nay; Yunker – aye. The license application was therefore denied.
Other actions at the meeting included approval of General Fund and Utility payables totaling $292,046.14; an award of the 2026 sanitary sewer televising contract to Green Bay Pipe & TV for $7,473; approval of a Certified Survey Map for Bank First (105 Hwy 67) subject to planner and engineer conditions; and approval of a $30/month monitored backup service from Hometown Tech. Trustees also approved multiple changes to the personnel manual, including clothing allowances (Fire/Rescue and Public Works full-time staff $775/year; Clerk’s Office full-time staff $100/year), a $50/day Public Works weekend on-call stipend, revised vacation accruals, adjustments to holiday pay categories, and a clarification that health and dental coverage begins on the first of the month following employment. The personnel manual amendments were slated to take effect Jan. 1, 2027.
The board scheduled a Special Finance meeting for June 23, 2026 at 5:00 p.m. and a Special Village Board meeting for June 23 at 4:00 p.m. for a five-year Fire/Rescue status/mission presentation.
