Warner Robins city council voted July 1 to advance an annexation request for 13.53 acres owned by Castaway Self Storage and Car Wash LLC, but opposition from neighboring Kathleen residents ensured the issue will return for a second reading.
Councilman Charlie Bibb moved to approve the ordinance to annex property described in the request and to waive a second reading. "I make a motion to approve the ordinance for the annexation requested by Castaway Self Storage and Car Wash LLC of properties located at 727 Old Perry Road into 2717 Highway 127, together totaling 13.53 acres," Bibb said. Councilmembers approved the motion on the first action, but the council later declined to waive the second reading after public opposition.
Heather Talton, who said she was speaking on behalf of the Kathleen community, urged the council to reject annexation and described prior proceedings on the parcel. "We had over 2,400 people have signed a petition against this matter," Talton said, and she told the council the property owner had earlier pursued similar actions and recently repurchased the land "under his commercial LLC, Castaway Self Storage and Car Wash" on 01/15/2026.
City staff and the mayor clarified the scope of the council's action: the session dealt only with annexation, not any change in zoning or an approval of a particular business at the site. A staff member noted that annexation is governed by state law and that a municipality's denial can be reviewed by the Georgia Department of Community Affairs.
Because members recorded opposition during discussion, the council confirmed a second reading will occur at the August 3 meeting rather than waiving that step. The council's action moves the annexation request forward in the process but does not approve any subsequent zoning change or a specific land use for the site.
The council did not record a detailed roll-call vote for the annexation in the public remarks; the mayor announced the procedural correction and the scheduling of a second reading.
