Tetonia’s council spent part of its April 14 meeting on operational and capital issues, including a damaged communication line hit during Silverstar’s 2024 fiber installation, a proposal to replace or upgrade the city SCADA system used for wastewater, and a consultant presentation on impact fees.
Public Works staff member David Gallegos recapped repairs to a communication line that was struck during the 2024 Silverstar fiber construction. The minutes state the total repair work has amounted to nearly $25,000; the city has paid about $7,000 to date and faces about $17,000 in remaining costs. Councilmember Blaine Ball said the city had failed to locate the power line before construction and recommended following up with Silverstar to ask whether the company could assist with the outstanding repair costs.
Cole Pendell reviewed an ACS SCADA proposal and told the council that Tetonia’s existing SCADA system has not performed reliably. Pendell recommended obtaining one or two additional estimates, requested clarification on the migration fee and suggested sending Public Works staff to view an in‑operation ACS installation before deciding. The council asked staff to obtain additional bids and to explore options further.
Allison from Harmony Design presented on impact fees and explained how they fund capital improvements and maintenance; she noted that implementation typically requires a capital improvement plan and a commission to manage allocations. Council also discussed Block Grant bathroom pad preparation that needs to be completed before May 4 and agreed to gather estimates so work can begin as soon as possible.
Council ratified the 2026 Lagoon Agriculture Lease Agreement (mover Kody Hill, seconder Mandy Rasmussen) and approved the FY2027 audit contract and several proclamations (mover Blaine Ball) by unanimous votes during the meeting.
