Tetonia council adopts food-truck code amendment, approves architect concept funds and parks JPA; annexation tabled

The Tetonia City Council on May 12 approved changes to the city code to add definitions and standards for food trucks and food truck courts and approved related land‑use table updates.
Staff member Ashley introduced the amendment during a public hearing; Councilmember Kody Hill moved to adopt the text as written and add a category for Food Truck Courts subject to a conditional‑use permit and additional standards. Aaron Hansen seconded. By roll call vote Councilmembers Aaron Hansen, Kody Hill and Mandy Rasmussen voted in favor; the measure passed as an amendment to city code.
The council said the change distinguishes temporary and permanent mobile food uses and directs long‑term businesses to appropriate locations consistent with the Comprehensive Plan and Title 9.
The meeting produced several other formal actions. Council approved a motion to fund conceptual architect drawings not to exceed $8,000 for floor plans and elevations as a first step toward expanding or replacing the current city building; the motion passed 2–1 (Councilmembers Kody Hill and Mandy Rasmussen in favor; Aaron Hansen opposed). Discussion at the meeting noted a full set of drawings and estimates would likely cost $14,000–$18,000 if the project proceeds.
Council also approved a Joint Powers Agreement (JPA) with Teton Valley Parks & Recreation for Fiscal Year 2026 that will allow Tetonia to identify shared projects by exhibit. Representatives Sarah Warhol and Kate Bradbury of Teton County Parks & Recreation presented the JPA. Aaron Hansen moved to approve the agreement; Mandy Rasmussen seconded and the motion passed 2–1 after Kody Hill expressed concern about reliance on outside funding.
The council tabled Annexation Ordinance 2026‑01 after staff reported that a required condition — removal and consolidation of an extra driveway on the Reece property — had not been completed. Council directed the item remain pending until the condition is met.
On the consent agenda the council approved April claims (including an added invoice for Natalie Kaufman, $69.50, and an ALTURA invoice for $2,500), approved April minutes with clerical edits, and reviewed past‑due accounts for follow up.
The council entered executive session under Idaho Code ICC 74‑206 to discuss personnel matters; the session began at 9:29 p.m. and the meeting adjourned at 9:45 p.m.
