Tetonia council approves Tzompa annexation, adopts updated floodplain ordinance

Councilmember Kody Hill moved to annex a roughly 1.5-acre Tzompa parcel into the city with an R‑1 zoning designation, and Councilmember Mandy Rasmussen seconded; the motion passed unanimously. The approval was conditioned on an approved and recorded boundary-line adjustment showing shared access to a neighboring parcel and elimination of a second driveway on the Reece property, among other staff-identified conditions.
The council also adopted Floodplain Ordinance 2026‑02 after Mayor Schindler briefed members about countywide updated floodplain maps that prompted the code change. Councilmember Blaine Ball moved to waive formal reading requirements and approve the ordinance by title; the council carried the motion and then adopted the ordinance by roll call vote with Councilmembers Hill, Hansen, Rasmussen and Ball voting yes.
Why it matters: annexation changes municipal boundaries and may affect service responsibilities, speed-limit placement along the highway and future development review. The council noted a separate step to relocate a highway speed-limit sign so it aligns with the newly annexed city limit. The city planner’s staff report formed the basis of both actions, and no public speakers opposed either item during the hearings.
What happens next: staff will draft final ordinance language for the annexation to be presented at the May meeting. The floodplain ordinance is adopted as Ordinance 2026‑02 and will be implemented according to the ordinance text read at the meeting.
