Tetonia schedules work session to revise joint powers agreement with Teton Valley Parks and Recreation

Representatives of Teton Valley Parks and Recreation presented a draft Joint Powers Agreement to the Tetonia City Council on Feb. 10, and the council agreed to a joint work session with TVPR to continue drafting earlier than the full council review.
Sarah Warhol, representing the Teton Valley Parks and Recreation District, reviewed the goals of the proposed partnership and the types of projects the JPA would enable. When asked about governance, Warhol said the district follows "Idaho state statutes." Mayor Brent Schindler and other councilmembers raised concerns about language in the draft that could be read to "share property" or create joint ownership; the mayor emphasized that city property should remain city property and suggested that the JPA clarify scheduling precedence and ensure Tetonia residents serve on boards referenced in the agreement.
Council and TVPR staff agreed to schedule a joint work session on Tuesday, Feb. 24 at 7 p.m. to continue edits; members were advised that a posted agenda and notice would be required because a quorum of the council may attend the session. The council expects the revised agreement to return to the council for consideration at the March meeting.
