Santaquin council awards $634,984.63 contract to Bennett Paving for 2026 road work

The Santaquin City Council voted to award the 2026 Santaquin Roads project contract to Bennett Paving for a not-to-exceed amount of $634,984.63.

John, a city staff member overseeing road projects, told the council the packet listed six possible projects and staff recommended moving forward with five this year based on bid results. "Bennett Paving was the low bid for the project, by approximately about a $100,000," John said, and staff recommended awarding the contract to them.

Staff explained the base bid to pulverize and reconstruct Northeast (from just past the Highland Canal Bridge to 400 North) was removed from this year's work because the city received a complete final subdivision application for the Bella Vista development. That timing prompted staff to postpone heavy rebuild work so the city could coordinate the road reconstruction with the developer next year.

Council members asked technical questions about the road structure and width; John said the existing segment is roughly 26 feet wide and that a full arterial buildout would be about 40 feet of asphalt. Bids included four inches of asphalt for the topcoat and quantities to address underlying structural or soft-spot issues if they arise.

The mayor called for a motion to award the contract "for the 2026 Santaquin Roads project to Bennett Paving for a not to exceed amount of $634,984.63." The motion was seconded, and roll-call votes were recorded in favor for Bridal, Art, Jeff, Lynn and Travis. The motion passed.

The contract covers the asphalt overlay portion of several projects; staff noted the city is funding a broader slate of pavement work this year (crack seal, microsurface and other repairs) and that the asphalt award represents the largest single asphalt contract within that program.
