Pickens County shortens prohibited landfill hours and updates HOST agreement with Whitestone Valley

The Pickens County Board of Commissioners approved a text amendment to Section 38-620 of Article VIII of the Pickens County Code of Ordinances to revise prohibited operating hours for landfill and waste disposal facilities. Under the change, operations will remain prohibited from 7:00 p.m. to 5:00 a.m. (previously 7:00 p.m. to 7:00 a.m.), allowing permitted operations to begin at 5:00 a.m. to accommodate truck traffic before peak travel times; existing restrictions on Sundays and designated holidays remain in effect.
The Board also approved an addendum to the HOST and Landfill Operation Agreement with Whitestone Valley Landfill, LLC to align the contract with the revised ordinance. The addendum takes effect July 1, 2026, and authorizes landfill operating hours of 5:00 a.m. to 7:00 p.m. Monday through Friday, consistent with the revised County ordinance.
Chairman Kris Stancil moved to approve the ordinance text amendment and the HOST addendum; Commissioner Josh Tippens seconded and the motions passed by recorded vote.
The Board discussed the change as a means to reduce trucking during peak travel by enabling earlier operations; no substantive changes were recorded to compensation, HOST revenue language, or the County's Sunday/holiday restrictions in the addendum.
