HARC approves convert‑outbuildings remodel at 160 West C Street after privacy concern

The Jacksonville Historic & Architectural Review Commission voted unanimously March 25 to approve a Certificate of Appropriateness for File No. 2026-015, a major remodel to convert two existing outbuildings at 160 West C Street into living space and replace exterior windows. Planner Kimberly Clark presented the staff report and added exhibits J–I to the record; the staff report dated March 17, 2026, formed the basis of the Findings of Fact adopted by the commission.
The applicant, Gayle Pobuda, described the proposed work and answered commissioners’ questions. Neighbor Durk Dunnington of 225 N Third St testified during public comment, asking whether windows on “cottage D” adjacent to his property would be removed and raising a privacy concern, saying he did not think those windows were necessary for egress. Pobuda responded that “the windows will not be removed” and offered to have the windows frosted to address privacy concerns.
Vice Chair Ray Wedel moved to close the public hearing and to approve the Certificate of Appropriateness and the Findings of Fact in the staff report dated March 17, 2026, subject to staff‑recommended conditions 1–3; Commissioner Jack Akin seconded the motion. The commission voted unanimously in favor and conditionally approved the major remodel.
The commission’s approval notes that the applicant’s findings adequately address the applicable standards in Chapters 17 and 18 of the Jacksonville Unified Development Code.
