At the May 4 meeting the Town of Mesilla Planning, Zoning and Historical Appropriateness Commission held a wide-ranging discussion about discrepancies in code language and administrative procedures affecting permit expirations, permit extensions and review timelines.
Economic & Community Development Director Eddie Salazar framed the issue, noting that many commercial projects remain active for extended periods because of engineering revisions, structural review requirements, utility coordination and state Construction Industries Division (CID) review timelines. Commissioners debated whether permit expiration periods should begin at initial PZHAC approval, at Board approval or after engineered plans are finalized.
Thomas Maese, representing the New Mexico Construction Industries Division, explained distinctions among historic appropriateness review, zoning review and structural code review, and underscored that separate reviews can create real delays in getting building permits finalized. Commissioners noted potential inconsistencies in administrative interpretation related to RV occupancy regulations, utility hookups and fence setbacks.
Commissioners and staff agreed that future work sessions would likely be necessary to draft clarifying amendments to Town code and administrative procedures to reduce delays and increase consistency in reviews.
