Fairway City planning commission approves several residential site plans, grants exceptions

The Fairway City Planning Commission approved a series of residential site plans and granted related zoning exceptions at a March meeting, allowing projects to proceed with conditions on two applications.
Staff member Basil told the commission that staff recommended approval of the application for 5939 Fontana Drive and did not oppose the requested exception to the window-hierarchy rules on the side elevations. Committee member (S4) moved to approve the Fontana Drive plans; the commission voted in favor.
The commission next reviewed plans for 3517 Eastvale Drive, where the contractor is demolishing more than 70% of an existing house and building a new single-family residence. Basil said that trigger required treating the project as a new house and therefore formal exceptions were needed for the front setback, front-yard green-space percentage and the existing circular driveway curb cuts. During the hearing, the applicant agreed to reduce a garage-side egress/transom opening by 6 inches to bring that portion closer to compliance. Committee member (S4) moved to approve the Eastvale plans while excluding the projection into the side setback; approval was conditioned on the applicant revising and resubmitting plans to shorten or move the egress opening and allowing staff to verify the revised drawings. The motion passed.
The commission also considered a second-floor addition at 5338 Chadwick Road that would encroach on a side setback. Staff recommended support but noted a survey would confirm exact distances from the property line. Commissioners debated whether a survey was necessary; the applicant said he would fire-rate the new portion if required. The commission voted to approve the Chadwick Road plans without requiring a survey and required that any new construction meet applicable fire-rating requirements under the building code.
Separately, the commission approved a generator installation at 4120 Brookridge Drive after staff measured the unit and confirmed its decibel level at the property line was under the 75-decibel threshold and the unit sat more than 12 feet from the property line. The commission also approved a generator placement behind a fence at 5927 Cherokee Drive, where staff said the location was approximately 17 feet from the property line and would require installation permits.
