Fairway council approves consent agenda, permit extension, roadway study, fee updates and sign deviations

The Fairway City Council addressed routine and project items on Dec. 8, approving the consent agenda and several separate resolutions and permit actions.
Consent agenda: the council approved routine items including minutes, claims and appropriations (ordinance 1839), the 2026 holiday schedule, a cereal malt beverage license for HenHouse, a letter of understanding with Johnson County Aging & Human Services for a utility assistance program, and an agreement with Burns & McDonnell for 2026 stormwater project design. Nathan Noblemeyer, city administrator, clarified a formula error affecting the Shawnee Indian Mission Fund totals in the published claims but said the correction did not change the bottom line.
Building permit extension: property owner Melissa Rooker (speaker 18) described renovation delays caused by contractor illness, supply chain issues and required remediation; the council approved a building‑permit extension for 4120 Brookridge Drive to allow final inspections and completion.
State Park Road study: the council adopted resolution 2025‑L to accept the State Park Road preliminary project study and to forward it to the SMAC funding process. Bill (Public Works, speaker 11) said adoption of the study does not obligate the city to fund a project and will allow discussions with Mission Hills and other funding steps. Local residents urged continued outreach to those who live along State Park Road; Gee Young (speaker 8), who said he is a city historian and a resident on State Park Road, asked that neighbors be kept informed as the process moves forward.
Master fee schedule: the council approved the annual update to the master fee schedule (resolution 2025‑M). Noblemeyer noted routine fee updates and a new multiyear dog‑license option (1, 5 or 10 years) that will roll out Jan. 1; staff also noted a new park impact fee fund to receive transfers and future impact fee revenue.
Sign deviations: the council approved planning commission recommendations for sign deviations at 4150 and 4100 Shawnee Mission Parkway, allowing temporary construction window screenings and scaled facade signage for incoming tenants. Staff noted the approvals come with conditions (screens removed on certificate of occupancy) and that planning staff will reconcile overlapping site plan details.
What’s next: design and permit reviews for each storefront and any exterior changes will go through the planning commission and the city’s usual permitting process. The building‑permit extension allows property owners time to finish work and obtain final inspections; the State Park Road adoption advances the study toward potential SMAC funding but does not commit city money.
