Clark County council hears brief on Skamania County quarry DEIS, asks staff for local‑impact focus

Councilors on Clark County’s council were briefed Wednesday on a draft environmental impact statement for a proposed quarry in neighboring Skamania County and asked staff to return with material focused on the county’s local impacts.
Deputy County Manager April said the city of Washougal invited Clark County to join multi‑agency comments on the DEIS for the quarry application, which she said “anticipates heavy truck trips per day along SR‑14, which could present impacts to various intersections along the corridor.” April added the proposed haul routes may traverse rural Clark County roads north of Washougal.
Councilors said Clark County staff no longer intended to comment by default because the project is outside Clark County, but several members said the county should consider commenting on specific local impacts if county roads would be used. “If our county roads are going to be impacted by it, then our comments should be related to that only, not about necessarily whether the project should move forward,” Councilor Young said.
Council asked staff to resend the DEIS link, to identify any state Growth Management Act responsibilities that might apply to Clark County, and to bring a draft comment or the Washougal draft resolution back to the council if Washougal acts on July 27. Staff noted the deadline to submit comments is the 30th.
The council did not take formal action at the meeting; members indicated they would review material from Washougal and consider signing onto any multi‑jurisdiction comments that are limited to measurable local impacts such as haul‑route safety and road wear.
The council asked staff to return next week with the DEIS link, any written materials received from Washougal, and clarification of applicable state law so members could decide whether to participate in a coordinated comment letter.
