Coffey County to pursue regional talks with Wholesale Water District 12; informational meeting planned for Sept. 24

Coffey County commissioners heard an update on regional water planning and signaled support for additional talks with Public Wholesale Water Supply District No. 12 and regional partners.
Economic Development and Environmental Health staff read a response from Public Wholesale Water Supply District No. 12 thanking the commission for a letter of support and noting the district continues to explore distribution and production options while encountering feasibility roadblocks for upgrades. Staff said the district emphasized public health and safety as priorities.
Staff proposed next steps: convene a meeting including the county commission, representatives from Water District No. 12, Midwest Engineering and PEC Engineering, and plan a regional informational session hosted by Kansas Infrastructure Hub. The county is targeting Sept. 24 at the Ligo Community Building for that informational meeting.
Presenters described the existing water‑marketing relationship with the Kansas Water Office and said it supports distribution through Public Wholesale Water Supply District No. 12; discussion included estimates on volumes and how multiple counties share supplies. Staff also summarized grant pursuits and funding options being researched, including Community Development Block Grant (CDBG) eligibility, USDA programs and state-level conversations through the Kansas Water Office and Kansas Infrastructure Hub.
Commissioners asked for follow-up meetings and attendance by one or two commissioners at initial district discussions. Staff said legal language and memoranda of understanding would be developed before any financial commitments.
