Upper Merion Transportation Authority approves $25,000 transfer for Valley Forge Connector design, OKs March requisitions

Andy Bahmueller, chair, called the meeting to order at 7:00 p.m. and the board moved quickly through routine business. On a motion by Marvin Meneeley, seconded by Tom Kohler, members approved the January 14 and February 11 meeting minutes, 4-0.
Engineer Jack Smyth told the Authority that a modification to the Valley Forge Connector grant agreement (CMA-VAFO-23-001 Mod. #02) was needed to provide additional detail for PennDOT’s review of a landscape wall design and characterized the change as a "no cost" modification to the project. On a motion by Tom Kohler, seconded by Lou Zotti, the board approved transferring $25,000 from the modification funds to complete the trail design, 4-0.
Finance Director Aimee Brouse reviewed the March financial report and noted $5,180.88 in interest revenue. She identified monthly requisitions of $8,345.47, and later presented the full March 2026 requisitions for Authority approval. On a motion by Marvin Meneeley, seconded by Lou Zotti, members approved the March requisitions in the amount of $16,402.52, 4-0.
Director of Public Works Geoff Hickman reported on PennDOT’s 202 Sinkhole project, saying a detour is now in effect and noting that PennDOT did not implement a proposed rear-access/parking plan for businesses between Pep Boys and the Exxon station; instead, PennDOT provided driveway access across the southbound work lanes.
There was no public comment on agenda items or during the general comment period. With no further business, Lou Zotti moved to adjourn, Marvin Meneeley seconded, and the meeting adjourned at 8:09 p.m., with the motion approved 4-0.
