City staff reported a March 2025 traffic study finding drivers exceed posted school-zone speed limits by more than 10 mph at multiple locations and recommended establishing four school zones for speed detection. Staff clarified the cameras will operate 30 minutes before school starts and 30 minutes after school ends; there will be a 30-day mandatory warning period when cameras first become active.
Council members discussed camera placement so drivers have a chance to decelerate and confirmed the cameras would not necessarily be located at the first entry into a school zone but rather at a site intended to encourage safer speeds without forcing sudden braking. After public comment period closed with no speakers on this item, the council voted 4–0 to approve the ordinance.
The resolution designating a clerk for school-zone hearing procedures was later approved to ensure statutory compliance with the program.
