- Budget transfer for impact-fee study (Item 6): Transferred $55,000 from unallocated fund balance to the Community Development professional services account to fund an impact-fee study; council waived second reading and approved unanimously.
- Classification plan update (Item 7): Reclassified and relocated several city positions and adjusted grades/authorized strengths; council waived second reading and adopted the ordinance unanimously.
- Mayor pro tem appointment (Item 8): Appointed Clifford Holmes as mayor pro tem while Mayor LaRhonda W. Patrick is unavailable July 24–27; adopted unanimously.
- Purchase-and-sale agreement (Item 9, added after executive session): Authorized the mayor to negotiate and execute a purchase-and-sale agreement with Circle Ace Hardware Inc. for 104 South Commercial Circle; adopted unanimously.
Each resolution and ordinance was moved, seconded and carried by voice vote with recorded “Aye” responses. The meeting proceeded to executive session to discuss real estate and personnel prior to adding the purchase-and-sale item; council later returned and completed the added business.
