Village staff: Shoma permit contingencies nearly met; bus-shelter bid reissued

At the Sept. 24 meeting, village staff updated the Community Enhancement Board on several capital projects and active solicitations, saying construction has begun on some sites and procurement is moving forward on others.
Andy, a village staff member, said the Shoma developer had met "99% of the contingencies to give them their building permit" but that market factors may delay whether the developer breaks ground this year: "It's ultimately on them to finalize it and begin...it should be imminent," he said.
Andy also updated members on the bus-shelter procurement: the initial solicitation (ITB 2025-007) received one applicant who did not meet the city's qualifications, so the city reissued the ITB. "The bid process is only 30 days...I would think that if not by October, by November, hopefully, we have our vendor," he said. Members asked for the DemandStar link and the ITB number so they could share it with vendor networks.
The board also heard that Continuum and the Applet Community Center recently broke ground. Members told staff to circulate links and procurement notices via the board's email list so volunteers can amplify outreach and attract more qualified bidders.
The updates do not include formal new approvals; staff asked the board to help with outreach and to place procurement items on future agendas if members seek to make formal recommendations to the commission.
