Frank, a city staff member, said the North Bay Island stormwater project will be presented to the commission in September for a contract award after the city rebid the work.
“He said: 'We only got 1 bid about $14,000,000' on the first solicitation, and after adjusting the specifications the city received six bids, with the lowest about $8,000,000 and another around $11,000,000,” Frank reported.
The project includes underground pumps and deep‑injection wells along Bay Terrace and Beachview Drive and also requires above‑ground equipment—power and control panels—for which staff must secure nearby land. Frank said he is negotiating with a local property owner, Mr. Singh, who owns a vacant lot across from his house on Bay Terrace, and expects to meet him later in the week to seek permission to place the equipment there.
Because the procurement is still under a cone of silence, Frank declined to name the firm expected to receive the award, saying only that the procurement will come before the commission in September. He said one early bidder was found to be nonresponsive during interviews and the city advanced the next qualified bidder in its review.
No formal vote or contract award occurred at the meeting; staff characterized this as an update and said the commission will consider the award in its upcoming meeting. The city did not provide a final contract amount, exact award date, nor the name of the recommended contractor during the update.
What happens next: staff will pursue the land agreement for the above‑ground components, complete procurement steps consistent with the cone‑of‑silence restrictions, and present the recommended contract to the commission in September.
