North Haledon council moves to exceed 2026 budget cap, waives reading and introduces municipal budget

The Borough of North Haledon Mayor and Council on April 15 advanced an ordinance to exceed the Local Government Cap Law limits for the 2026 municipal budget and adopted related procedural resolutions to introduce the budget.
Ordinance #8-2026, introduced on first reading, authorizes the Borough to increase its CY2026 final appropriations up to 3.5% over the previous year’s final appropriations under N.J.S.A. 40A:4-45.1 et seq. The ordinance text states that the council determined a 1.5% exception amount equal to $204,787.95 is advisable and that the total permitted 3.5% increase would amount to $477,838.55. Council Member George Pomianek moved the ordinance on first reading and Council Member Rocco Luisi seconded; the motion carried with all members present voting in the affirmative.
Alongside the ordinance, the council adopted Resolution #74-2026 authorizing the Clerk to read the 2026 local municipal budget by title and waive reading the budget in full pursuant to N.J.S.A. 40A:4-8, and Resolution #75-2026 certifying the self-examination of the budget under rules permitting municipalities in sound fiscal condition to assume responsibility for budget examination (N.J.S.A. 40A:4-78b and N.J.A.C. 5:30-7). Council subsequently adopted Resolution #76-2026 to introduce the 2026 municipal budget; motions approving these items passed unanimously.
The public comment period was opened and closed with no speakers. The ordinance and resolutions were advanced on unanimous votes; final adoption of the ordinance and the budget are scheduled for further council consideration at the May 20, 2026 meeting.
