Onamia council tables Kathio Street right-of-way vacation after public hearing; Council member abstains

The Onamia City Council opened a public hearing Sept. 10 on a proposed vacation of the Kathio Street right-of-way but agreed to postpone a final decision until its Oct. 8 meeting. The council noted Minnesota law (Minn. §412.851) requires a four-fifths vote to vacate a street.
Council member Bill Hill disclosed a direct interest in the outcome and said he would abstain from any vote because the proposed vacation would affect property he owns. Public Works Supervisor Gene Falconer identified properties that would be affected, based on Mille Lacs County GIS mapping, and confirmed that public and private utilities would retain easement rights if the right-of-way was vacated. Resident Lisa Raddatz asked how the vacation would affect her property; staff described which parcels would be changed and said a prior vacation had not been properly recorded with the county about 15 years earlier.
After questions from the audience and council, the hearing was closed and the council formally tabled the matter to the Oct. 8 meeting so members could review recording and mapping details and comply with the four-fifths statutory requirement. The council did not take a binding vote on the vacation on Sept. 10.
