At the microphone, Ryan Warner said the lots were properties of his late mother, that family members had cleaned the sites after receiving the notice and that he "takes responsibility" for maintenance going forward: "We cleaned it up. We're definitely gonna do a better job of keeping it clean and trying to get us hold." City staff member Blake told the council the city had fulfilled state-code notice requirements for abatement and that the owner could remedy the condition before the city conducted any physical abatement, which would avoid the city placing a lien for abatement costs.
Council members asked clarifying questions about how a declaration would affect future complaints; staff said adopting the nuisance declaration now would not preclude the owner from cleaning the property and that a lien would not be imposed if the owner abated the condition before the city performed the work. The council then moved to adopt Resolution 2026-117 and the motion carried.
Next steps: the resolution declares the properties nuisances under the city’s current process; staff said they are finalizing updates to the nuisance ordinance and expect the item to return to a future council meeting with clarified abatement procedures.
