New Haven commissioners accept $686 mower bid; hold first readings on budget and sewer ordinances

Commissioner Fred DeWitt moved to accept the $686 bid; Commissioner Mike Morris seconded and “all voted in favor,” according to the meeting record. The sealed bids listed in the record were: Kenny Mattingly $200, Johnny Masters $500, Steve Rust $686, William Fred DeWitt $425, Blane Martin $403, and Sissie Clark $353.
City staff member Jason Allison read four first readings of ordinances: Ordinance 527 (Series 2025), a FY25 budget amendment; Ordinance 528 (Series 2025), a sewer customer charge; Ordinance 529 (Series 2025), a sewer rate; and Ordinance 530 (Series 2025), the proposed FY26 budget. The readings were introductory; the record shows no final votes on those ordinances at this meeting.
The board also considered Resolution 2025-4, concerning the city's credit card accounts. Commissioner Ruth Faulkner moved to approve the resolution; Commissioner Lois Boley seconded. The board voted unanimously to adopt Resolution 2025-4.
On routine business, the board approved the April 17, 2025 meeting minutes (motion by Commissioner Fred DeWitt, second by Commissioner Lois Boley) and accepted the financial reports (motion by Commissioner Ruth Faulkner, second by Commissioner Mike Morris); both motions passed unanimously.
Street department items included an update that there is no new information on cleanup of the creek near Philip Court. After a brief discussion about replacing street lights with LED bulbs in light of newly available information, the board’s consensus was not to proceed with replacing the bulbs. Regarding Water Tower Road, the record states that Brad Spalding said the county would provide equipment and manpower to spread rock but that the city would need to pay for the rock; the board agreed the city would not pay because it does not own the road. City staff member David Nalley will contact Tim Bartley (LCWD) to ask whether LCWD will pay for the rock.
Recreation announcements: the city pool is scheduled to open Saturday, May 24, 2025, at 1:00 p.m., and the summer ball league will begin Monday, June 2, 2025, at 6:00 p.m.
Commissioner Ruth Faulkner moved to adjourn the meeting; Commissioner Mike Morris seconded and the board voted unanimously to adjourn.
