New Haven approves repeal of 1994 ethics ordinance, adopts cannabis business rules and appoints Board of Adjustments representatives

The New Haven Board of Commissioners on March 20, 2025, approved a package of measures including the repeal of the city's 1994 Code of Ethics and rules for cannabis business operations, and confirmed two representatives to the Board of Adjustments.

Mayor Linda Mattingly called the meeting to order at 5:00 p.m. and the board moved through routine business before the ordinance votes. Joanie Corbin read the second reading of Ordinance #524 (Series 2025), which repeals Ordinance 303 (Series 1994) — the city's prior Code of Ethics. Commissioner Fred DeWitt moved to approve Ordinance #524 and Commissioner Ruth Faulkner seconded. The board recorded a roll-call vote with Ruth Faulkner, Mike Morris, Linda Mattingly, Lois Boley and Fred DeWitt all voting "aye." The motion carried.

Corbin then read the second reading of Ordinance #525 (Series 2025) on cannabis business operations. Commissioner Ruth Faulkner moved to approve Ordinance #525, Commissioner Lois Boley seconded, and the board again recorded unanimous "aye" votes, carrying the ordinance.

The board also considered Municipal Order 2025-2 appointing representatives to the Board of Adjustments. Corbin read the order; Commissioner Ruth Faulkner moved to approve and Commissioner Fred DeWitt seconded. The motion carried by unanimous voice vote. Mayor Mattingly thanked Anne Lusk and Anthony Morley for agreeing to serve as New Haven's Board of Adjustments representatives.

The minutes and financial reports from the February 20, 2025 meeting were approved earlier in the session by unanimous vote. No effective dates or implementation details for the newly adopted ordinances were recorded in the minutes.
