Council approves Castle Hills courts expansion, lets club keep lights until 10 p.m.

The Lewisville City Council approved a special use permit (SUP) to expand the Lakes of Castle Hills tennis facility to add new courts and parking and adopted a modified operating-hours condition that allows courts to remain open until 10 p.m.
Hannah Haber, AICP with McAdams, presented the project and said construction documents have been submitted to the city for review; she noted portions of proposed parking lie near Zone AE floodplain but said proposed improvements "are outside of the floodplain" where play and parking would occur. Council and staff discussed grading and FEMA elevation maps; the city engineer advised that during a 100-year event ponding in the area would likely be measured in inches rather than feet.
Several members of the Lakes of Castle Hills club and nearby residents spoke in favor of the SUP and asked the council not to impose a blanket 9 p.m. lights-off condition. David Gerard (resident and club member) said courts being built as part of the expansion are further from homes and that a 10 p.m. maximum closing time with club-managed restrictions would balance members' needs and neighborhood concerns. Club general manager Tim (speaker 20) explained the lights are on timers and can be set to illuminate specific courts.
After deliberation, a council member moved to approve the ordinance with a change to the hours-of-operation condition allowing courts to stay open until 10 p.m.; the motion passed unanimously, 6–0.
The SUP approval includes conditions described in the zoning caption and standard findings. Staff will finalize permit language and continue technical review through the engineering and construction-document process.
