Nicholas County Board approves 2024–25 tax rates, school renovation steps, Chromebooks and personnel actions

The Nicholas County Board of Education met in Carlisle on Aug. 19, 2024, and unanimously approved a series of routine but consequential items including tax rates, school renovation payments and personnel actions.
At the start of the meeting the board recorded members present — Mona Vice, Brenda Mattox, Cheryl Rawlings and Sharon Wilson — and approved the consent agenda, which included minutes from the July 15 regular meeting, the treasurer’s report and a superintendent’s personnel report listing multiple hires, transfers and resignations. The board voted 4–0 to accept the consent agenda.
The personnel report named several recommended hires and role changes, including classroom teachers, bus drivers and coaches, and recorded the retirement of Debbie Coffey; the report was accepted as part of the consent agenda.
The board acknowledged numerous community donations to support students and families. Notably, The Mulhollem Cravens Foundation donated $5,000 to the Nicholas County FRYSC and $5,000 to the Nicholas County FFA Chapter. The board recorded other gifts of backpacks, shoes and school supplies from churches and individuals and accepted in‑kind and monetary contributions.
On facilities and construction matters, the board approved Pay Application #22‑Final to Momentum Construction for $10,000 related to the Nicholas County High School Renovation (BG 21‑256). The board also approved submission of BG‑1 documentation for Phase 2 of the high school renovation and selected G. Scott & Associates as the architecture firm for that Phase 2 work.
Separately, the board authorized declaring several items surplus — including multiple window air conditioners and a 2006 International rear‑engine bus — and to advertise those items for sale by sealed bid.
The board set tax rates for the 2024–25 school year, approving a real estate rate of 43.5 per $100 of assessed valuation and a tangible property rate of 43.5 per $100; it also approved the motor vehicle levy at 55.5 per $100 of valuation. Each motion passed by a 4–0 vote.
On technology and training, the board authorized the purchase of 200 Chromebooks from CDW‑G to replace non‑usable devices, and approved paying a stipend of $25 per hour for up to 12 hours for employees who elect to participate in Passive Restraint and De‑escalation training during the 2024–25 school year.
The board approved multiple routine facility‑use and travel requests, including Nicholas County Youth Football’s use of the high school field on specified dates, the high school golf team’s travel to a tournament in Manchester, Ohio, and FFA travel to the Kentucky State Fair in Louisville on Aug. 23, 2024. The board also approved school term dates and master bell schedules for NCES and NCMHS for the 2024–25 year.
The board approved accepting proposals for installing artificial grass for the preschool playground not to exceed $73,436.25. The board then entered executive session pursuant to KRS 61.810(1)(b) and later returned to open session, stating no action was taken during closed session. The meeting adjourned after a final unanimous vote.
