Access district sets public hearing for 2027 budget after staff outlines $127,799 proposal

The Lower Smoky Hill Water Supply Access District voted unanimously on May 11 to publish notice of a public hearing for its 2027 proposed budget, setting the hearing for July 13, 2026.
Debbie Pack, the district’s director of finance, told the board the 2027 proposal centers on four categories: irrigators’ share of storage payments, administrative and enforcement costs (A&E), operations and maintenance (O&M), and other peripheral costs such as publications and insurance. Pack said the irrigators’ storage payment remains unchanged at $53,947. She listed A&E at $22,204 (a 4% increase over the 2026 budget) and O&M at $47,005.98 (a 31% increase over 2026). Pack said the district will budget $3,000 for an insurance renewal year and $1,050 for miscellaneous costs, bringing the total shown in her presentation to $127,799.
“That brings the total 2027 proposed budget to $127,799,” Pack said.
Committee member (speaker 4) moved to approve publication of the budget notice of public hearing for July 13, 2026; the motion was seconded and the board voted 7-0 in favor. The board earlier approved its February 23, 2026 minutes by the same unanimous margin.
Pack also reviewed the water district’s five-year forecast and said the 2028 projections show modest increases — she read a projected percentage change of about 4% for A&E and 6.2% for O&M — and presented an informational total projection for 2028. No action was required on the 2028 forecast at the meeting.
The board’s vote to publish begins the official notice period for the 2027 budget hearing. The district did not adopt the budget at the meeting; the public hearing will be the opportunity for additional public input and any formal adoption vote to follow.
