Bowdle council approves sewer and street pay apps, accepts ordinance reading and moves to surplus Red Eye Tavern

At its April 7 meeting the Bowdle City Council approved Main Street and sewer pay applications and Change Order #2, accepted the first reading of Ordinance 2025-1 on utility charges, voted to surplus the municipal liquor store (Red Eye Tavern) and handled appointments, an insurance renewal and airport study acceptance.
The Bowdle City Council on April 7 approved routine and business items related to the city's infrastructure, ordinances and assets.
Finance Officer Carrie Poirier presented Main Street pay application #4 for $12,487.82, Sewer pay application #2 for $382,137.06 and Change Order #2 in the amount of $(13,732.00). On a motion by Darryn Barnhardt, seconded by Mike Gunderson, the council accepted all three items. The council also approved the Edmunds County excavation road permit on a motion by Barnhardt, seconded by Gunderson.
The council completed the first reading of Ordinance No. 2025-1, titled a resolution for collection of sewer, water and drainage basin utility charges and a surcharge on water bills where sewerage improvements are established; Russ Maier moved to accept the ordinance as written, and the motion carried.
In municipal asset business, Russ Maier made a motion to surplus the municipal liquor store/Red Eye Tavern and to extend the existing lease with Ernest Stahl until the sale is complete; Amber Shaykett seconded. A poll vote was taken and all members voted yes. The city will place an advertisement in The Pride of the Prairie and make bid packets available at the Finance Office.
Other council actions included approval of the SDPAA insurance policy renewal for $20,820.73 on a motion by Russ Maier, seconded by Amber Shaykett; acceptance of an FAA aeronautical study related to the airport’s grain-elevator handling system and a public-notice process for FAA comments; acceptance of Russ Maier’s resignation from the council; and approval of two new directors to the Bowdle Economic Development Corp., Mariah Geier and Sam Noess.
Amber Shaykett reported the State of South Dakota will no longer provide mosquito-spraying grants; the council plans to coordinate with the county on mosquito control. The council adjourned at 9:20 p.m. and set its next meeting for May 5, 2025.
