The Pascagoula Redevelopment Authority voted May 18 to transfer $113,000 from its Flagship account to Main Street Pascagoula to fund downtown improvements on Watts Avenue, Canty Street and Railroad Avenue, board minutes show.
Chairman Alan Sudduth moved to authorize the transfer, contingent on a written agreement specifying the use of funds; Henry Fox seconded the motion, and all members voted in favor. The minutes record the requested funding total as $113,000 and state the transfer will be used for Flagship District projects.
Main Street Pascagoula representatives outlined planned projects and requested the local match alongside legislative funds. The board also discussed a proposal by Sudduth to hold a joint meeting of the PRA, the City of Pascagoula and Main Street Pascagoula to develop a five- to ten-year vision and sustainability plan for downtown that would include enhanced public access to the riverfront.
Separately, the PRA reported a clarification from the State Auditor's office on use of interest in the Flagship account: per conversations with Jason Hackett (State Auditor's office) and Charlene Kerkow, interest earned in the Flagship account may be spent on Flagship District projects. The board noted that the $113,000 transfer will be governed by a written agreement addressing permitted uses.
The board also approved its docket of claims and routine financial business. Alice Walker moved to approve payments of $3,500 to Neel-Schaffer, Inc.; $300 to E. Charlene Kerkow; and $2,000 to Bryan, Nelson, Schroeder, Castigliola & Banahan, PLLC; Mitch McCauley seconded and the motion carried. The PRA accepted the financial report dated April 30, 2026 (motion by Henry Fox, seconded by Alice Walker) and approved the April 20, 2026 regular meeting minutes (motion by Alice Walker, seconded by Mitch McCauley).
The board held procedural votes to enter a closed session to determine the need for an executive session and then moved into executive session to discuss the expansion of business or industry related to Hotel Whiskey and the Ice House. The PRA announced to the public that the executive session topic involved those projects. After the closed executive discussion, Alice Walker moved to come out of executive session; the motion passed and Chairman Sudduth stated that no formal action was taken during the executive session.
The PRA scheduled its next regular meeting for June 15, 2026 at 9:00 a.m. at the Jackson County Chamber of Commerce Conference Room and then adjourned.
