Council reinstates local liquor license, approves final pavement payment and engineering amendments

The North St. Paul City Council voted to reinstate the liquor license for Hamhung House Restaurant and Banquet Hall LLC after the business’ representative apologized for an expired city license and said the lapse resulted from a former partner handling renewals.
Staff told the council the business had been served a cease-and-desist after officers discovered alcohol being served without a valid city license. The business representative, introduced as Sue, said the partner who previously managed licensing had not communicated renewals and that the owners acted immediately to begin the city renewal process once they discovered the lapse.
After hearing questions from council members and confirmation from staff that background checks and routine compliance reviews contained no recent infractions, a council member moved to reinstate the license; the motion passed on a unanimous voice vote.
On public-works items, city staff recommended final acceptance of the 2024 pavement management project and payment to Aztec Corp, with pay voucher #5 for $54,673.92 proposed as the final payment. Council approved acceptance and payment.
Council also approved a professional-services amendment for WSB to provide extended construction administration and observation for 2025 projects; staff presented a proposed not-to-exceed amendment of about $36,518 to cover additional observation related to schedule and scope changes. The council authorized WSB professional services for design and bidding on the 2027 Street and Utility Improvement Project (CP27-01) aimed at the Casey Lake neighborhood.
All four motions were approved by voice vote.
