Public works staff and the director said repeated breakdowns, aging controls and ADA access problems made replacement more cost‑effective than continued repairs. The motion passed with one commissioner abstaining for a disclosed potential conflict; the remainder voted in favor.
Engineering recommended two design‑build awards under ENG2602 for stream restoration and tree planting to produce impervious‑acre credits required by the county’s municipal separate storm sewer system (MS4) permit. The combined proposed awards total approximately $3.8 million and are designed to treat roughly 350 additional impervious acres to meet the next five‑year permit increment; work must be completed by December 2028. Commissioners approved the awards to meet the permit obligation.
John Horwitz, director of the Department of Business and Economic Development, asked the board to authorize application for the Medco Maryland Business Ready Sites Site Characterization Grant to evaluate airport parcels for industrial or commercial readiness; the grant provides in‑kind engineering and site‑evaluation services (up to $10,000 service value) and positions the county to compete for later site‑improvement funding. The board approved pursuing the Medco application.
The meeting also included routine approvals for vehicle and equipment purchases, sole‑source service awards tied to state grant requirements for the day reporting center, and staff‑recommended rescission and re‑advertisement of a landfill tire‑hauling contract. Staff said funding for the major capital projects is available in the capital improvement plan and related budgets.
